Also included is an operating mechanism mounted to thebody for moving the actuating element, the operating mechanism including drive meansand a handle (15). Locking means (21,22) are provided on the body which are configuredto be moveable between an unlocked position in which the operating mechanism canmove the 10 actuating element and a locking position in which the locking means actsdirectly on or obstructs the handle to thereby prohibit movement of the actuatingelement. In one form the winder is provided as a complete unit including the actuatingelement. In another form a conversion assembly is provided that converts an existing nonlocking window winder to a lockable winder.
